Clayton County Public Records Inventory
Georgia law opens many filed deeds, case dockets, tax digest facts and agency documents, but each custodian controls its own index and copy process. The online route and the fallback matter equally. An index is a finding aid, not always the filed image or a certified copy.

The Georgia Open Records Act does not erase other restrictions. Juvenile and adoption files, sealed cases, protected addresses, driver data, confidential identifiers and parts of vital or guardianship files may be withheld. Voter data uses its own statutory system, detailed under Clayton County voter registration records.
Clayton County Deed Record Access
The Clerk of Superior Court Real Estate Records Division holds deeds, security deeds, liens, plats, UCC material, notary commissions and related filings. The official GSCCCA search gateway supplies the statewide index. Published statewide coverage reaches at least January 1, 1999 for deeds and January 1, 2004 for liens and plats. Clayton County reported historical images extending to its 1858 inception, though the live search should confirm the exact name-index span.

Results can show parties, property location and book/page. Full tools and images may require an account. Premium access is $29.95 per month and printing is $0.50 per page. The counter fallback is Room 1CL25 at 9151 Tara Boulevard, Jonesboro, or 770-477-3395. Grantor means the transferring party; grantee means the receiving party.
First-page security-deed rules add useful structure to newer filings. Since July 1, 2023, that page must carry items such as the document date, signatories, grantee mailing address, applicable parcel ID, loan information, maturity and tax details. Those fields can distinguish two people with similar names and connect the filing to the assessor account. A secured PDF obtained through eCertification can also be checked with its authentication code. For a record outside the verified online span, give the clerk the party spelling, instrument type and approximate recording period instead of assuming the older book is absent.
Note: An index points to a filing, while a certified copy is authenticated by the clerk for formal use.
Clayton Property Records Run Separately
The tax digest and parcel maps are not the deed index. Clayton's property and tax search routes real property, personal property, sales and map functions. The GIS map connects parcels to geography and assessor tabs. Public facts may include owner, situs location, mailing address, value, improvements, parcel ID, sales and payments. Situs means the parcel's physical address.
A recorded deed can be newer than the assessor owner field. Mapping processes deeds into ownership and maintains zoning, acreage, utilities and city-limit facts, but says an ownership update may take four months. Call the assessor at 770-477-3285 or Mapping at 770-477-3276 during an outage or after a recent transfer.
Timing matters. Treat the deed as the legal transfer record and the assessor entry as a tax record that may update later.
Clayton Court Records by Division
Georgia has no complete free statewide court-name index. Clayton splits files among Superior Court for felonies, divorce, land and equity; State Court for misdemeanors, traffic and civil cases; Magistrate Court for small claims and preliminary criminal work; Probate Court for estates and marriage; and Juvenile Court for confidential matters. Start with County Case Inquiry or re:SearchGA.
A public docket may show party roles, case number, filing and disposition dates, lawyers, events, judgments and public service addresses. Search a name within the right division and a narrow date span. Then cite the case number for a paper or certified copy. Clerk terminals may expose docket details or images that the web omits.
Probate files follow their own trail. The estate route can be searched by deceased date or filed date; a bold case number leads into the case, and an Adobe icon can identify an available image. If the item is absent, request it by estate name, case number and exact document. Wills generally become available after Letters issue. Guardianship medical facts and information about minors may remain restricted even when the estate docket itself is open.

Clayton Vital Record Access Limits
Current birth and death certificates use applications, not an open name index. Georgia DPH and county offices issue statewide birth and death records from 1919 forward. Birth copies are limited to qualified applicants under O.C.G.A. §§ 31-10-25 and 31-10-26. A plain-paper death record can be public with the Social Security number removed, while certified access and cause-of-death detail require the interest set by law.
The Georgia Vital Records office explains mail, walk-in and online channels. The base search and first birth or death certificate cost $25, with $5 simultaneous copies. Probate Court handles Clayton marriage records. Superior Court keeps full divorce decrees; state verification is not the decree.

Clayton Custody and Registry Records
Booking, corrections and registry records use distinct systems. The local inmate tool covers current Clayton County custody where published. Georgia DOC accepts name, physical description, GDC ID or case number. The GBI registry searches statutory entries by name, address and geography. A booking is not a conviction, and an absent result can reflect scope, timing or a lawful restriction.

Probate Court is the separate stop for estates, wills after Letters issue, marriage and related files. A mailed estate request should identify the estate, case number and exact document and go to Probate Court, P.O. Box 896, Jonesboro, GA 30237.
Clayton Record Fees and Copies
Cost depends on the custodian and copy type. Under GORA, ordinary letter or legal photocopies generally cost no more than $0.10 per page unless another statute controls. Search, retrieval and redaction can be billed at the prorated rate of the lowest-paid qualified worker after the first 15 minutes. An agency may seek prepayment when its estimate exceeds $500.
Probate estate copies are $1 per page. Certified copies cost $10 plus $1 for each added page, and exemplified copies cost $15 plus $1 for each added page. A mailed probate request adds $2 and a self-addressed stamped envelope. GSCCCA and DPH apply their own schedules. Electronic delivery and a tight date span can reduce cost.
Clayton Records Beyond Web Portals
A failed web lookup is not proof that a file does not exist. Portals can be under maintenance, GSCCCA gates some tools behind accounts, and older court or estate books may remain at a counter or on microfilm. Preserve alternate spellings, the likely date range and document type, then contact the custodian.
Georgia Archives at 5800 Jonesboro Road in Morrow holds county microfilm cards and Virtual Vault collections. Historical death certificates cover 1919 through 1943, and a Clayton register survives from 1875. Older marriage, deed, probate, tax and minute books may be on county microfilm or in the FamilySearch catalog. This archive channel matters when an online index begins after the record series.
Municipal material also stays with the city that made it. Jonesboro, Forest Park, Morrow, Riverdale, Lake City and Lovejoy maintain separate minutes, licenses, code or municipal-court files rather than one countywide city index. Determine whether an address lies inside a city before filing. Jonesboro's form, for example, asks for the requested information, requester contact details and a return to the City Clerk; its worksheet accounts for research time, copies, media, postage and certain reports.
Georgia Privacy Boundaries for Records
Open access has firm limits. Georgia law restricts vital identifiers, motor and driver data, restricted criminal history, protected voter addresses and records sealed by a court. An agency should release separable open portions after removing exempt facts rather than withhold all material without a cited basis.
Georgia Safe at Home, O.C.G.A. § 50-18-150 and following, launched July 1, 2026. It offers eligible survivors a substitute address, mail forwarding and masking of an actual residence in state and local records. VoteSafe is a separate voter-address program. No requester may use open data to defeat these safeguards.

Request Clayton County Public Records
Any person may request agency material under the Georgia Open Records Act, O.C.G.A. §§ 50-18-70 through 50-18-77; residency is not required. No special wording or mandatory form is needed. Within three business days, the agency must produce the record or respond with a timetable, cost estimate and exact exemption for a denial.
- Identify the office that created or controls the file. Courts, the sheriff, district attorney and schools may have separate custodians.
- Check the official index and note names, dates, case numbers, parcel IDs or book/page references.
- Use Clayton County GovQA for general executive-branch requests. Select a department and describe existing records.
- Review the estimate, narrow an overly broad request if useful, and pay the proper copy or certification charge.
- If denied, ask for the precise exemption and all separable open portions. Attorney General mediation or superior-court relief remains available.
The Board of Commissioners Clerk is the designated officer for the central route. GovQA provides “Submit a Records Request” and “My Records Center” for filing and tracking.
The account and department choices route estimates, messages and released files, but a written request remains helpful rather than mandatory.
Lawful use. Clayton County public records may support family, estate, consumer-safety and civic research. Never use them to stalk, harass, threaten or commit identity fraud.
